University-company affiliate office - BLUE -

The university plays a very important mission in the development of societies. It represents the progress of knowledge in the socio-economic field and the process leading the society’s knowledge. Its goal is to integrate with the requirements of development and the aspirations and needs of society. This responsibility requires finding partners. The labour market represented by economic and social companies is the most important partner of the university, whose mission is to receive the results of university education through middle managers and skills, otherwise, the knowledge transfer and production given to the community.

In the developing or developed countries, the needs of the higher education field, are a part of the state’s missions, it’s organized by setting its policies and financing, then submitting to the  government provision,which is represented by the Ministry of Higher Education and Scientific Research, otherwise the public field represented in state- affiliated companies, which constitutes the main labor market for graduates of   universities. The growth of the private field and the diversity of skills and needs required by the market  economy,  the university has been forced to join into partnerships with many economic and  companies.  About this, the International Labor Organization (ILO) has developed a guidance platform -TAWJIH – for some training and skills with the needs of the labor market divided across Algeria, Tunisia,  Morocco, Mauritania and Libya. Algeria is seeking to follow these developments and has divided  the missions among the fields concerned, through the Ministry of Higher Education and Scientific  Research,which oversees all the country’s universities in terms of monitoring these developments, by  creating teams within the university whose responsibility is to organize the functioning  between the university and the labor market.

In view, the University of Oum ElBouaghi, has decided to follow the developments and the opening of the university on its economic environment, the strengthening and cooperation between the university and the social environment, the setting up of the affiliate office between the university and the BLUE economic companies officially.

The affiliate office, managed by computer and statistical specialists  team, is considered as a decision making tool for the university, and in this regard, has the mission of consulting the  university community (students, professors and staff) on issues related to the evaluation and  improvement of the internal activity of the university (teaching, research, university life,  infrastructure, international  cooperation, relationship with the socio- economic environment  and the governance of institutions). The affiliate office is  an auxiliary tool for the operation  of the university, faculties and institutes, and the development of those in charge, through conclusion writing  in the form of annual reports.

The tasks of the University-company affiliate office (BLUE)

* Strengthen the relation between the university and business/social organizations.

* To determine the goals and responsibilities of the university towards its social and economic environment, to make the social and economic environment accountable to the university, with credibility and mutual benefit.

* Institutionalize relations between the university and economic companies.

* Follow up of former university graduates after one or two years of each promotion, to identify profiles and specialties in the job market.

* Count university graduates and follow up on their small projects (creation of a database of  former graduates of Oum El Bouaghi University).

* Adjusting to match degrees to skills in each field/specialty, including labor market requirements.

* Creation of online graduate forms in coordination with the Systems Center and Information Networks, Communication, video conferencing and Distance Education.

* The collaboration with the supervisory boards: Wilaya, Daira, APC, chamber of commerce (CCI),  the executive boards of wilaya, ANEM, ANGEM, ANSEJ, CNAC, DAS, associations and others.

*Follow-up news from the world of work, employment and research.

* The creation of social and economic networks.

* Strengthening employability.

* Encourage innovation and entrepreneurship.
