Prof. Khalil Chergui is a Professor of Higher Education in Business Administration at Larbi Ben M’hidi University, Oum El Bouaghi. He currently serves as Vice-Rector for External Relations, Cooperation, Animation, Communication and Scientific Events.
His research and teaching expertise spans quality management, strategic management, knowledge management, entrepreneurship, and organisational analysis. He also serves as the coordinator of the Local Committee for the Ranking and Promotion of Higher Education and Research Institutions, making him a key figure in advancing quality standards and university ranking.
Prof. Chergui has published in prestigious international journals including Frontiers in Psychology and Frontiers in Public Health. He is proficient in quantitative, qualitative and bibliometric analysis methods, with advanced skills in SPSS, NVivo, SmartPLS, Amos, Vosviewer and Rstudio.

1Consolidate and develop the network of national and international agreements with universities, research centres and economic and social institutions, ensuring their effective implementation on the ground.

2Engage the university in major international cooperation programmes such as Erasmus+ and PRIMA, and develop multilateral joint research projects.

3Promote the mobility of international and domestic students, and develop the “Study in Algeria” programme to attract foreign talent to the university.

4Organise international and national scientific events (symposia, conferences, study days) that reinforce the university’s academic reputation and outreach.

5Improve the university’s position in international rankings (Webometrics, Scimago, QS and others) by activating the ranking committee and directly overseeing performance indicators.

6Activate the quality assurance system, pursue international accreditations (ISO) and achieve the University 4.0 indicators within the framework of digital transformation.

7Develop short and medium-term overseas internships for faculty and staff, and manage scholarship-abroad programmes with transparency and efficiency.

8Strengthen institutional communication and launch animation initiatives both within and beyond the university, ensuring full information flow to all members of the academic community.
- ▸Promote the university’s relations with its social and economic environment and initiate partnership programmes.
- ▸Initiate all activities aimed at promoting inter-university exchange and cooperation in the fields of education and research.
- ▸Carry out animation and communication activities, both internally and externally.
- ▸Organise and promote national and international scientific events.
- ▸Ensure follow-up of continuing professional development and knowledge-update programmes for faculty, and oversee their coherence.
In addition to its two main departments, the Vice-Rectorate oversees four strategic units:

RankLocal Committee for the Visibility & Ranking of Higher Education and Research Institutions: Monitoring quantitative and qualitative indicators in international rankings (Webometrics, Scimago, QS Arab…), analysing results and preparing continuous improvement plans to enhance the university’s standing.

QAQuality Assurance Cell: Applying international quality standards, monitoring accreditation processes, preparing periodic quality reports, and supporting internal and external audit operations.

4.0Local Committee for the University’s Transition to University 4.0: Leading the digital transformation roadmap, supporting administrative and pedagogical digitalisation, and developing e-services for the academic community and partners.

IntlInternationalisation Cell: Monitoring joint international research projects, coordinating academic and scientific partnerships, and supporting faculty and researchers in identifying international funding and cooperation opportunities.
