Official Texts on the University of Oum El Bouaghi and Its Staff

A summary of the regulatory texts (Algerian Official Gazette, JORA) relating to Larbi Ben M’hidi University of Oum El Bouaghi and its staff. The list is not exhaustive, and these texts are amended regularly, so check the current version before relying on them.

Texts establishing the university

  • Executive Decree No. 97-158 of 10 May 1997 establishing the university center.
  • Executive Decree of 4 January 2009 establishing the University of Oum El Bouaghi. Sources write its number two ways (06-09 and 09-06), so confirm the correct number in the 2009 Official Gazette.
  • Executive Decree No. 13-164 of 15 April 2013, amending the decree that established the university.

Texts on staff

  • Teacher-researchers: Executive Decree No. 08-130 of 3 May 2008, the special statute of the teacher-researcher (JORA 2008, issue 23), as amended and supplemented.
  • Permanent researchers: Executive Decree No. 08-131 of 3 May 2008, the special statute of the permanent researcher.
  • Administrative staff (common corps): Executive Decree No. 08-04 of 19 January 2008, the special statute of staff in the common corps of public institutions and administrations, amended by Executive Decree No. 16-280 of 2 November 2016 (JORA issue 66).
  • Professional workers, drivers and ushers: Executive Decree No. 08-05 of 19 January 2008 (JORA 2008, issue 3).
  • General statute of the public service: Ordinance 06-03 of 15 July 2006. This comes from my general knowledge rather than the search results, so please verify it.

Texts on university organization and studies

  • Order No. 62 of 4 August 2004, setting the administrative organization of the university, faculty, institute, university annex and their shared services.
  • Executive Decree No. 08-265 of 19 August 2008 on the study system for the Licence, Master and Doctorate degrees (JORA issue 48).
  • Executive Decree No. 03-09 of 3 January 2009 on the supervision mission.
  • Executive Decree 03-279 on the missions and organization of the university. This also comes from my general knowledge, so please verify it.

In Algerian policy, the university’s link to economic growth runs mainly through the rules on entrepreneurship and innovation, not through the establishment decrees. I found no measured data on the university’s effect on regional growth, so what follows is the legal and institutional link only.

  • Startup framework: Executive Decree 20-254 of 15 September 2020 (JORA issue 55) created a national committee that awards the “startup”, “innovative project” and “business incubator” labels. It was later amended by Executive Decree 21-422 of 2021.
  • Policy aim: startups are presented as a way to diversify the national economy under the new growth model for 2016-2030.
  • Business accelerators: one thesis summary says Executive Decree 20-356 added them to the framework. Please verify this number in the Official Gazette.
  • At Oum El Bouaghi: during a ministerial visit in June 2024, the university’s complex was reported to host a business incubator, an entrepreneurship development center and an AI house. The minister urged project holders to think about the market that will receive their products.
