University Policy on Ensuring Equal Access to Educational Activities
The University of Oum El Bouaghi is committed to ensuring equal access to all educational and extracurricular activities for every member of its community, regardless of ethnicity, religion, gender, health status, or social background. This policy reflects the university’s dedication to inclusion, diversity, and fairness and is grounded in both national and international law.
Legal Framework Supporting Equal Access
- Constitutional Guarantees: Article 37 of the 2020 Algerian Constitution affirms that all citizens are equal before the law, prohibiting discrimination based on birth, race, gender, opinion, or any other personal or social condition (constituteproject.org).
- Right to Education: Article 68 of the same constitution guarantees the right to education, ensuring equal access to schooling and vocational training, and mandates the state to maintain impartiality in educational institutions (constituteproject.org).
- International Commitments: Algeria has ratified the United Nations Convention against Discrimination in Education, requiring member states to eliminate discrimination in education and promote equality (unesco.org).
Institutional Policies
The university implements these principles through its Charter of Ethics and Morality and internal regulations, ensuring a safe, respectful, and inclusive environment. Students, staff, and other community members are entitled to equal opportunities in learning, participation, and professional development, without fear of discrimination or harassment.

The Charter emphasizes mutual respect as a cornerstone of university life. All members are expected to refrain from any form of violence—symbolic, physical, or verbal—as well as harassment, whether moral or sexual, discrimination, and bias.
