Smoke-free Policy

In line with national regulations and the University’s commitment to promoting a healthy and safe academic environment, the University of Oum El Bouaghi enforces a strict smoke-free policy across its premises.

Smoking is strictly prohibited in all indoor and public spaces, including administrative offices, classrooms, laboratories, meeting rooms, libraries, and other closed facilities. This measure aims to protect the health and well-being of students, staff, and visitors, and to reduce exposure to tobacco-related risks within the University community.

This policy is implemented in accordance with:

Executive Decree No. 01-285 of September 24, 2001, which defines public places where tobacco use is prohibited and establishes the procedures for enforcing this prohibition.

Inter-ministerial Decree No. 725 of June 21, 2016, setting the modalities for the application of the smoking ban in higher education and scientific research institutions.

In the post-Covid-19 context, the University adopted a preventive approach that strengthens health and safety measures by maintaining the ban on smoking in all enclosed areas, while designating specific outdoor spaces where smoking is permitted.

Violations of this policy may result in disciplinary actions, including written warnings, temporary suspension, or fines, in accordance with national laws and internal regulations.

Through this policy, the University reaffirms its dedication to a healthy, safe, and environmentally responsible campus, while respecting individual freedom within the limits of the law.

  • Policy reviewed (2024)

In 2024, the University revised its smoking policy in line with its Ethics Charter and its commitment to environmental preservation and sustainability. Smoking remains prohibited in all indoor areas, while it is permitted only in designated outdoor spaces.
