Paternity Policy Supporting Women’s Participation
Legal Framework:
The University of Oum El Bouaghi adheres to the provisions of Algerian labor and public service laws, particularly Law No. 06-03 of July 15, 2006, establishing the General Statute of the Public Service. In accordance with Article 212, male employees are entitled to a three (3)-day special leave on the occasion of the birth of their child. This right applies equally to all university staff members and is considered an essential step toward promoting shared parental responsibilities and gender equality.
Furthermore, Algerian legislation allows fathers to benefit from extended unpaid parental leave ranging from one (1) to five (5) years when the newborn or child suffers from a chronic illness or disability requiring special care. This legal provision ensures that non-gestational parents can play an active role in childcare and family support, helping mothers balance their professional or academic commitments.
University Commitment:
The University of Oum El Bouaghi recognizes the importance of fathers’ involvement in childcare as a key factor in supporting women’s participation in education and employment. Therefore, the university:
- Guarantees the right to paternity leave as defined by national law.
- Facilitates the administrative process for requesting special or unpaid leave in cases of childcare or illness.
- Encourages flexible arrangements, where possible, to enable fathers to assist in family responsibilities without affecting their career progression.
Objective:
This policy aims to promote gender equity and family balance by ensuring that both parents—mothers and fathers—can share childcare responsibilities. In doing so, the university contributes to fostering an inclusive and supportive academic and work environment that aligns with the principles of equality and social justice enshrined in the Algerian Constitution.
