The University of Oum Bouaghi offers a university pedagogical space for people wishing to learn and/or perfect and/or excel in a language, either for academic, professional, or personal purposes. This centre has six sections: the German section, the English section, the Chinese section, the Spanish section, the French section, the Turkish section and the Arabic section for international students. It receives:
- Internal students.
- Teachers and university staff.
- Extra-academics.
This center has two annexes, one is located at the level of the Faculty of Sciences and Applied Sciences -SSA- of Ain Baida and the other in Ain M’lila, at the level of the Institute of Applied Sciences and Techniques – ISTA-
- Genesis
The CEIL of the University of Oum Bouaghi was relaunched in 21/11/ 2016. It has a capacity of 2000 learners. Two sessions are held each year.
- Role of the Centre
- Teaching and promotion of foreign languages
- Enable Algerian students and others to master the basics of foreign languages
- Offer enrichment courses in specialized languages (business administration, law, tourism, etc.)
- Preparation of international tests such as ILETS, TOEFL, DELF, DALF, TCF
- Provision of language services to government and private institutions
- Agreements with international universities to ensure the Centre’s visibility
- Digitization of the Centre and provision of distance learning services to international students
- Calendar of training sessions
CEIL organises two intensive language training sessions per year. The schedule of sessions is as follows:
- First Fall Session: October – Mid-February
- Second spring session: February – June
NB: Exceptionally, for the academic year: 2016-2017, the CEIL organized only one session.

is made up of permanent university teachers, temporary teachers and inspectors of national education. These teachers graduated from Algerian and foreign universities all have experience in teaching foreign languages, and master the current approach to language teaching.

- Lessons Management
This team manages the follow-up and progression of courses, the distribution of groups among teachers, and is responsible for the development of level tests and examination subjects, in accordance with the standards of the European C adre E Commun de Ree reference for Langues (CEFRL ). The role of the coordinator of this directorate is to ensure the harmonization of teaching in the different groups by working collaboratively and coordinating with all teachers. For German, Chinese, Turkish and Spanish, there will be no test and course registrations will be made at the same time.
- Teachings (courses)
These courses aim to equip learners with a linguistic mastery both orally and in writing. The levels providedfor all sections are as follows:
– Level A: A1 A2 (Elementary: refresher course)
– Level B: B1- B2 (Independent)
– Level C: C1- C2 (experienced)

Library (documentation centre in the process of being set up) with a volume of textbooks and reference works and pedagogical tools made available to teachers and students.
- Teaching modality
Teachers teaching in hybrid mode: face-to-face in classrooms and remotely through google MEET. Each teacher is expected to provide an hourly volume of 4 and a half hours (4.5 hours) per week
- Reception capacity
Its capacity is approximately 2000 learners. It consists of a ground floor and two floors. This site offers a series of educational and cultural spaces including: Audio-visual material such as Datas-shows,… made available to teachers.

At the end of the training session; the CEIL issues certificates of mastery of levels following the success of the final exam. This certificate bears the label of Larbi Ben M’hidi University – EPO – and that of the CEIL, mentioning the average obtained by the candidate in the different skills examined (oral: (comprehension / production) and written: (comprehension / production))
