The Rector of the University of Oum El Bouaghi launches a notice of consultation to manufacturers, importers and wholesalers of air conditioning equipment with a view to “Equipping the campus of 1000 pedagogical seats in Ain M’Lila for the benefit of the Institute of Applied Sciences and Technologies of the University of Oum El Bouaghi “, in a single lot, Lot 6: Air conditioning equipment

Documents related to the consultation procedure can be withdrawn starting from the first publication of this notice; at the office of the markets of the University of Oum El Bouaghi which is on the seventh (7th) floor of the administrative building against payment of the sum of two thousand Algerian dinars (2,000 DA). Interested operators are requested to bring their stamp in order to sign the register for the specifications.
The offer consists of three (03) files: an application file, a technical offer and a financial offer. Each file must be inserted in a separate sealed envelope. The indications to be carried on each envelope are: the name of the company, the reference and the subject of the consultation as well as the mention “Application file”, “Technical offer” or “Financial offer”, as the case may be. These three (03) envelopes are put in another sealed and anonymous envelope, with the mention “To be opened only by the committee for opening bids and evaluating offers – Consultation n ° 02 / UOEB / R-BM / 2020, Equipment of the campus of 1000 educational places in Ain M’Lila for the benefit of the Institute of Applied Sciences and Technologies of the University of Oum El Bouaghi “Lot 6: Air conditioning equipment.

I- Content of the Application File:
– declaration of candidacy (annex II);
– declaration of probity (Annex I);
– status for the companies;
– documents empowering persons to represent the company;
– documents making it possible to assess the capacities of tenderers:

  1. a) Professional Capacities

    the commercial register (and any document justifying the nature and quality of the activity)

    2. the tax identification number (TIN)

    3. the role extract cleared or accompanied by a payment schedule

    4. the CNAS update certificate

    5. the CASNOS update certificate

    6. the extract from the criminal record n ​​° 3 of the tenderer when it is a natural person, and of the manager or the general manager of the company when it is a company

    7. the certificate of legal deposit of the social accounts of the last year valid for commercial companies with legal personality under Algerian law.

  2. b) Financial Capacity

    The financial statements for 2016 and 2017, targeted by the tax authorities,

    9. bank references.

  3. c) Technical Capabilities

    The list of human resources to be engaged for the execution of the contract and the diplomas of the executives,

    11. professional references. Only the certificates of good execution signed by the authorizing officers will be taken into account.

    II- Content of the Technical Offer File:

    – a declaration to be subscribed (Annex III);

    – any document allowing the assessment of the technical offer, among others;

    1. A supporting technical brief: a document drawn up by the tenderer which must include the methodology for the execution of the services, the human and material resources mobilized for the project and the provisional schedule for the execution of the services.

    2. The catalogs of the equipment offered. The catalog must not be vague and general, but must relate only to the equipment or the equipment object of the proposal (the catalogs of the offers not retained can be recovered by their owner after the legal expiration of the duration of appeal).

    3. Samples when specified (sample required)

    4. The execution time (delivery, installation and commissioning)

    5. The overall duration of the guarantee (legal guarantee plus the additional duration proposed by the tenderer)

    6. The duration of the after-sales service (duration requested by the contractor plus the additional duration proposed by the tenderer)

    – The specifications (General Administrative Clauses, Technical Prescriptions, Special Prescriptions) with the handwritten mention “read and accepted”.

II- Content of the Financial Offer File:
– the letter of submission (Annex IV);
– the unit price schedule (BPU);
– the quantitative and estimated detail (QED);
The duration granted for the preparation of the offers is fixed at fifteen (15) days by reference to the date of the first (1st) publication of the notice of consultation to the advertising boards and to the

website of theSD4AZAZ3 University of Oum El Bouaghi. Tenders must be submitted to the secretariat office of the bid opening and tender evaluation committee of the university (9th floor). The period of validity of the offers is equal to the duration of preparation of the offers increased by three (03) months.
The date and time for submitting tenders and the day and time for opening technical and financial bids correspond to the last day of the preparation time for tenders. If this day coincides with a statutory holiday or day of rest, the period for preparing offers is extended until the next working day. The time slot for the submission of tenders is fixed on the deadline for the submission of tenders from nine (09.00 am) to one o’clock p.m (01.00 p.m). The opening time for bids is fixed on the deadline for the submission of tenders at one o’clock p.m (01.00 p.m.), in the meeting room of the administrative building of the University of Oum El Bouaghi (9th floor). This notice serves as an invitation to tenderers wishing to attend the work of the committee during the bid opening session.
