  • University Water Reuse Policy

Oum El Bouaghi University is highly committed to conserving water resources and promoting environmental sustainability by implementing measures to maximize water reuse throughout the university. This policy aims to manage water use efficiently and strike a balance between meeting our needs and preserving water resources for future generations.

  • Policy Objectives:

 Improve water consumption efficiency within the university.

 Promote water reuse for various purposes.

 Reduce water pollution and improve water quality.

 Increase awareness of the importance of water sustainability among university community members.

  • Policy Measures:
  • Design water recycling systems within university buildings for use in irrigation, washing, and other non-potable purposes.
  • Encourage the use of water purification systems to enhance water quality and convert it into potable water.
  • Raise awareness of water conservation and reuse through awareness campaigns and educational activities at the university.
  • Implement plans to address emergency situations related to water supply and efficient water use.
  • Analyze data and monitor monthly water consumption to prepare regular reports tracking the progress in achieving policy goals.

  • Water Reuse Regulations

There are several laws that determine water Reuse Regulations, which the University of Oum El Bouaghi complies with, including:

  • Law No. 05-12 dated August 4, 2005, allows the use of treated and purified wastewater for irrigation through Articles 76 and 78.
  • Law No. 08-03 dated January 23, 2008, which amends Law No. 05-12 dated August 4, 2005, concerning water.
  • Executive Order No. 09-02 dated July 22, 2009, amending and supplementing Law No. 05-12 dated August 4, 2005, concerning water.
  • Executive Decree No. 07-149 dated May 20, 2007, which specifies the procedures for granting licenses for the use of purified wastewater for irrigation and the model specifications related to it.
  • Executive Decree No. 08-97 dated March 15, 2008, which specifies the technical characteristics of facilities and structures belonging to the artificial public water system.
  • Executive Decree No. 08-148 dated May 21, 2008, determining the procedures for granting licenses for the use of water resources.
  • Executive Decree No. 09-209 dated June 11, 2009, which specifies the procedures for granting permits for the discharge of non-domestic wastewater into the public sanitation network or treatment plant.
  • Executive Decree No. 09-376 dated November 16, 2009, which sets conditions for preventing the extraction of clay materials from watercourses or parts of watercourses that pose a risk of damage and how to use them at licensed sites.
  • Executive Decree No. 10-01 dated January 4, 2010, relating to the orientation plan for water resource development and the national water plan.
  • Executive Decree No. 10-23 dated January 12, 2010, which sets technical specifications for dirty water treatment systems.
  • Executive Decree No. 10-25 dated January 12, 2010, which specifies the procedures for granting concessions for the establishment of groundwater or surface water extraction facilities to ensure the independent supply of areas or industrial units.
  • Executive Decree No. 10-318 dated December 21, 2010, which specifies the procedures for granting a concession for the use of resources in confined or slowly renewing groundwater systems, along with the model specifications related to it.
  • Executive Decree No. 11-219 dated June 12, 2011, which defines the quality objectives for surface and groundwater intended for population supply.

  • Executive Decree No. 06-21, signed on January 25, 2006, authorizing the expropriation for public utility of the work related to the construction of the Oued Aurès Dam (Wilaya of Oum El Bouaghi).
  • Executive Decree No. 08-284, signed on September 17, 2008, authorizing the expropriation for public utility of the project related to water transfer from Oued Athmania and Ourekis and Kedia Mdour in the Wilayas of Mila, Oum El Bouaghi, and Batna.
