University Water Quality Standards and Guidelines for Discharges

The University of Oum El Bouaghi follows national laws in this regard, including the following laws and executive decrees:

  • Ministerial Resolution dated the first of Rabi’ Al-Thani in the year 1439 corresponding to December 20, 2017, making the method for chloruretic in water with silver nitrate and chromates by titration technique “Mohr” compulsory.
  • Executive Decree No. 13-298, dated August 18, 2013, dated July 15, 2001, concerning the exploitation of natural mineral waters and spring waters and their protection.
  • Executive Decree No. 11-125, dated March 22, 2011, related to the quality of water intended for human consumption.
  • Executive Decree No. 10-26, dated January 12, 2010, determines the methods and chemical substances used to treat water intended for human consumption and correct its components.
  • Executive Decree No. 09-414, dated December 15, 2009, defines the nature, periodicity, and water analysis methods intended for human consumption.
  • Executive Decree No. 08-195, dated July 6, 2008, specifies the conditions for supplying water intended for human consumption by mobile tanks.
  • Executive Decree No. 08-148, dated May 21, 2008, determining the procedures for granting licenses for the use of water resources.
  • Executive Decree No. 04-196, dated July 15, 2004, relating to the exploitation of natural mineral waters and spring waters and their protection.
  • Ministerial Resolution dated Jumada Al-Thani 5 in the year 1439, corresponding to February 21, 2018, making the method for phosphate in water by spectrophotometric measurement using ammonium molybdate compulsory.
  • Ministerial Resolution dated November 17, 2016, making the method for nitrate in water by molecular absorption spectrophotometry compulsory.
  • Ministerial Resolution dated January 15, 2006, regulates the list of laboratories conducting qualitative analysis of natural and spring waters.
  • Ministerial Resolution dated November 9, 2005, amending the ministerial resolution dated November 13, 2004, which regulates the Permanent Committee for Natural Mineral Waters and Spring Waters and its operation, as amended.
  • Ministerial Resolution dated July 17, 2005, amending the ministerial resolution dated November 13, 2004, which regulates the Permanent Committee for Natural Mineral Waters and Spring Waters and its operation, as amended.

  • Laws on Water Drainage Standards

Several laws determine water drainage standards, which the University of Oum El Bouaghi complies with, including:

  • Law No. 05-12, dated August 4, 2005, allows for the use of treated and purified wastewater for irrigation through Articles 76 and 78.
  • Law No. 08-03, dated January 23, 2008, amends Law No. 05-12, dated August 4, 2005, concerning water.
  • Executive Order No. 09-02, dated July 22, 2009, amending and supplementing Law No. 05-12, dated August 4, 2005, concerning water.
  • Executive Decree No. 07-149, dated May 20, 2007, specifies the procedures for granting licenses for using purified wastewater for irrigation and its model specifications.
  • Executive Decree No. 08-97, dated March 15, 2008, specifies the technical characteristics of facilities and structures of the artificial public water system.
  • Executive Decree No. 08-148, dated May 21, 2008, determining the procedures for granting licenses for the use of water resources.
  • Executive Decree No. 09-209, dated June 11, 2009, specifies the procedures for granting permits to discharge non-domestic wastewater into the public sanitation network or treatment plant.
  • Executive Decree No. 09-376, dated November 16, 2009, sets conditions for preventing the extraction of clay materials from watercourses or parts of watercourses that pose a risk of damage and how to use them at licensed sites.
  • Executive Decree No. 10-01, dated January 4, 2010, relating to the orientation plan for water resource development and the national water plan.
  • Executive Decree No. 10-23, dated January 12, 2010, sets technical specifications for dirty water treatment systems.
  • Executive Decree No. 10-25, dated January 12, 2010, specifies the procedures for granting concessions for establishing groundwater or surface water extraction facilities to ensure the independent supply of areas or industrial units.
  • Executive Decree No. 10-318, dated December 21, 2010, specifies the procedures for granting a concession for using resources in confined or slowly renewing groundwater systems, along with the model specifications related to it.
  • Executive Decree No. 11-219, dated June 12, 2011, defines the quality objectives for surface and groundwater intended for population supply.
  • Executive Decree No. 11-220, dated June 12, 2011, specifies the procedures for granting a concession to establish seawater desalination or salt and metal removal structures for public or private needs.
  • Executive Decree No. 11-340, dated September 26, 2011, specifies the procedures for granting a concession to establish structures at the surface water barriers and lakes to develop sports and recreational maritime activities.
  • Executive Decree No. 11-341, dated September 26, 2011, specifies the procedures for granting a concession for establishing structures below dams and water points for conversion facilities to supply hydroelectric plants.
  • Executive Decree No. 11-394, dated November 24, 2011, sets the technical monitoring rules for irrigation facilities and structures.

  • Ministerial Resolution dated March 13, 2008, approving the regulatory technical document concerning the rules for laying plastic channels for water supply projects.
  • A decision was signed on October 15, 2009, specifying the technical documents required to complete each water resource facility or structure category.
  • Executive Decree No. 06-21, signed on January 25, 2006, authorized the expropriation of the public utility of the work related to the construction of the Oued Aurès Dam (Wilaya of Oum El Bouaghi).
  • Executive Decree No. 08-284, signed on September 17, 2008, authorizing the appropriation for the public utility of the project related to water transfer from Oued Athmania and Ourekis and Kedia Mdour in the Wilayas of Mila, Oum El Bouaghi, and Batna.
