Support Services for Low-Income Students

Free Food: Food services are considered public and free, and they are provided by the Directorate of University Services at the University of Oum El Bouaghi. The infrastructure for food services has seen significant improvement, and the number of both integrated and central cafeterias increased from 481 in 2021 to 583 in 2022. These cafeterias provide about 970,000 meals daily. The university ensures the provision of healthy and balanced diets thanks to involving dormitory doctors, food service staff, and student representatives.

The food service is free of charge to all students. Based on the instructions of the minister of higher education and scientific research, the residence halls have also introduced for the first time a digital security system to monitor students’ access to the residence halls and canteens, using facial recognition and fingerprint technology.

Free Housing: Accommodation is considered as a public and free service, which is provided by the Directorate of University Services at the University of Oum El Bouaghi. Student accommodation is among the primary tasks of the National Office for University Services, and it includes 466 residence halls distributed across all the national territory. This service proves vital as there is a substantial increase in the number of resident students; their number exceeds 250,000 annually since 2010, with a ratio of 35% resident student compared to registered students. Additionally, 5,540 foreign students from 63 nationalities have also benefited from university housing because Algeria has friendly relations with all countries.

As part of the modernization of the administration and the digitization of the higher education sector, student accommodation through the Progres system has been in service since the academic year 2017-2018, reducing the required documents to just three. Furthermore, university enrollment has become purely digital for the new baccalaureate holders, eliminating the need for the hard copies. Resident students are required to adhere to the internal regulations of the residence halls for the purposes of the good conduct and the protection of these halls.

Free Transport: Free transport services are public and free, and they are provided by the Directorate of University Services at the University of Oum El Bouaghi. To facilitate student commutes to and from various educational centers, the National Office for University Services, in collaboration with the various university service directorates, has supplied 5,749 buses, including 3,524 urban and 2,225 semi-urban buses. In addition, the rail services are available in seven university cities.

Over the last years, the number of the buses has witnessed a significant increase; it has risen from 4,871 buses in 2021 to 5749 in 2022. This increase is attributed to the growing number of students registered in educational institutions and the urban expansions and development in some cities due to relocation and the construction of new urban centres. Moreover, the National Office for University Services has been providing one annual round-trip airfare ticket for students from the Southern regions. To benefit from the transport service, students must only be legally registered in a university institution and pay the transport fees.
