As part of the policy of the Ministry of Higher Education and Scientific Research, the University of Oum El Bouaghi has admitted numerous international students from low or lower-middle-income countries, including Western Sahara, Niger, Mali, Libya, Palestine, and so on. According to the laws of the Executive Decree No. 10-137 issued on May 13, 2010, regarding the conditions of admission and support for international students, the University of Oum El Bouaghi has committed itself to providing bursaries to international students, as stipulated by this law from 2010 to 2023.
