Community Support for Sustainable Business Start-ups
- Business Incubator of Oum El Bouaghi University
In accordance with the directives of the Ministry of Higher Education and Scientific Research and under the supervision of the National Coordinating Committee for Innovation and University Business Incubators, the University of Oum El Bouaghi has established a local committee and launched a business incubator. This incubator is dedicated to fostering financially and socially sustainable business startups through education and related resources. This initiative is in line with the Ministerial Decree No. 1275 issued on September 27, 2022, which determines the procedures for preparing a graduation project to obtain a university certificate for emerging enterprises by students of higher education institutions.

· Entrepreneurship Development Center The Entrepreneurship Development Center serves as a hub for supporting and guiding students and graduates from higher education and scientific research institutions in turning their project ideas into viable micro-enterprises. It was established following a cooperation agreement between the Ministry of Higher Education and Scientific Research and the Ministry of Knowledge Economy, Startups, and Micro-enterprises. The launch of these centers was announced at the National Student Entrepreneur Conference on July 13, 2023, held at the International Conference Center, as part of efforts to enhance entrepreneurship in Algerian universities. On November 20, 2023, the Entrepreneurship Development Center was officially designated as a joint research service under Executive Decree No. 23-410, amending Executive Decree No. 12-293 of July 21, 2012, which outlines the roles, organization, and functioning of joint scientific and technological research services.

The Scientific Complex for Development and Innovation, affiliated with the University of Oum El Bouaghi, was established to provide a dedicated space for start-up companies and students with innovative project labels, offering support without financial limitations.
- Some Training Programs and Workshops of Entrepreneurship Organized Within the Framework of Ministerial Decree 1275 (Graduate Certificate – Emerging Enterprise/Graduate Certificate – Invention) at the University of Oum El Bouaghi:
- Global Entrepreneurship Week: During Global Entrepreneurship Week, the University of Oum El Bouaghi organized training workshops to promote entrepreneurship within the university, targeting students participating in scientific clubs.
Business Incubator Training Sessions: As part of its efforts to support students registered under Ministerial Resolution No. 1275 related to Graduation Thesis Startups and Patents, the University’s Business Incubator conducted a training session on the business model on Wednesday, February 15, 2023.
Additionally, on Tuesday, November 28, 2023, the University of Oum El Bouaghi organized a “business café” event, facilitated by the Biomast Foundation, a specialized organization in biology. The event was overseen by the University’s Rector, Professor Dibi Zohir, alongside doctoral students and faculty members.
Entrepreneurship Development Center Training Session: The Entrepreneurship Development Center at the University of Oum El Bouaghi – invites students from all disciplines and academic levels, including Bachelor’s, Master’s, and Ph.D. students, whether currently enrolled or graduates, to register and participate in the upcoming support activities and awareness days organized by the center.
