Admission Goals for Low-Income Students

  • Free Education for Everyone:

The University of Oum El Bouaghi adheres to the principles and goals of Algerian higher education, which ensure full and equal access to higher education for all individuals, regardless of their family income. The university strives to achieve these goals by implementing educational policies and programs that allow students with low income to enroll in the university and pursue their higher education.

The university’s commitment to achieving these goals aligns with the laws and regulations established by the State, particularly the constitution’s Article N° 53, which guarantees free and public education. The State is the sole responsible for education, and it allocates substantial sums of money. Furthermore, the following laws support this commitment:

  • Law No. 84-05, issued on January 7, 1984, corresponding to 4 Rabi’ II 1404 AH, defines the planning of students in the educational system.

  • Law No. 99-05, issued on April 4, 1999 corresponding 18 to Dhul-Hijjah 1419 AH, determines the guiding law for higher education.

  • Law No. 2000-04, issued on December 6, 2000, corresponding to 10 Ramadan 1421 AH, amends Law No. 99-05 issued on April 4, 1999, corresponding to 18Dhul-Hijjah 1419 AH, and it identifies the guiding law for higher education.

  • Law No. 08-06, issued on February 23, 2008, corresponding to 16 Safar 1429 AH, amends and supplements the Law No. 99-05 issued on April 4, 1999, corresponding to 18 Dhul-Hijjah 1419 AH, and it sets the guiding law for higher education.

The University of Oum El Bouaghi has followed the social policy of the Algerian State since its independence, focusing on creating an educational and training system that offers free education at all levels. Additionally, the university has worked on building and developing more institutions to guarantee the training of human capital needed by the State and to provide it with the scientific and knowledge-based skills necessary for effective governance and leadership of the country.
