The university plays a very important mission in the development of societies.\u00a0It represents the progress of knowledge in the socio-economic field and the process leading the society\u2019s knowledge.\u00a0Its goal is to integrate with the requirements of development and the aspirations and needs of society.\u00a0This responsibility requires finding partners.\u00a0The labour market represented by economic and social companies is the most important partner of the university, whose mission is to receive the results of university education through middle managers and skills, otherwise, the knowledge transfer and production given to the community.<\/p>\n

In the\u00a0developing\u00a0or\u00a0developed\u00a0countries, the\u00a0needs\u00a0of\u00a0the\u00a0higher\u00a0education\u00a0field,\u00a0are a\u00a0part\u00a0of\u00a0the\u00a0state\u2019s\u00a0missions,\u00a0it\u2019s\u00a0organized\u00a0by\u00a0setting\u00a0its\u00a0policies\u00a0and\u00a0financing,\u00a0then\u00a0submitting\u00a0to\u00a0the\u00a0 government\u00a0provision,which\u00a0is\u00a0represented\u00a0by\u00a0the\u00a0Ministry\u00a0of\u00a0Higher\u00a0Education\u00a0and\u00a0Scientific\u00a0Research, otherwise the public field represented\u00a0in\u00a0state-\u00a0affiliated\u00a0companies,\u00a0which\u00a0constitutes\u00a0the\u00a0main\u00a0labor\u00a0market\u00a0for\u00a0graduates\u00a0of\u00a0\u00a0 universities.\u00a0The\u00a0growth\u00a0of\u00a0the\u00a0private\u00a0field\u00a0and\u00a0the\u00a0diversity\u00a0of\u00a0skills\u00a0and\u00a0needs\u00a0required\u00a0by\u00a0the\u00a0market\u00a0 economy,\u00a0 the\u00a0university\u00a0has\u00a0been\u00a0forced\u00a0to\u00a0join\u00a0into\u00a0partnerships\u00a0with\u00a0many\u00a0economic\u00a0and\u00a0\u00a0companies. \u00a0About this,\u00a0the\u00a0International\u00a0Labor\u00a0Organization\u00a0(ILO)\u00a0has\u00a0developed\u00a0a guidance\u00a0platform\u00a0-TAWJIH\u00a0\u2013\u00a0for some\u00a0training\u00a0and\u00a0skills\u00a0with\u00a0the\u00a0needs\u00a0of\u00a0the\u00a0labor\u00a0market\u00a0divided\u00a0across\u00a0Algeria,\u00a0Tunisia,\u00a0 Morocco,\u00a0Mauritania\u00a0and\u00a0Libya.\u00a0Algeria\u00a0is\u00a0seeking\u00a0to\u00a0follow\u00a0these\u00a0developments\u00a0and\u00a0has\u00a0divided\u00a0 the\u00a0missions\u00a0among\u00a0the\u00a0fields\u00a0concerned,\u00a0through\u00a0the\u00a0Ministry\u00a0of\u00a0Higher\u00a0Education\u00a0and\u00a0Scientific\u00a0 Research,which\u00a0oversees\u00a0all\u00a0the\u00a0country’s\u00a0universities\u00a0in\u00a0terms\u00a0of\u00a0monitoring\u00a0these\u00a0developments,\u00a0by\u00a0 creating teams within\u00a0the\u00a0university\u00a0whose\u00a0responsibility\u00a0is\u00a0to\u00a0organize\u00a0the\u00a0functioning\u00a0 between\u00a0the\u00a0university\u00a0and\u00a0the\u00a0labor\u00a0market.<\/p>\nIn\u00a0view,\u00a0the\u00a0University\u00a0of\u00a0Oum\u00a0ElBouaghi,\u00a0has\u00a0decided\u00a0to\u00a0follow\u00a0the\u00a0developments\u00a0and the\u00a0opening\u00a0of\u00a0the\u00a0university\u00a0on\u00a0its\u00a0economic\u00a0environment,\u00a0the\u00a0strengthening\u00a0and\u00a0cooperation between\u00a0the\u00a0university\u00a0and\u00a0the\u00a0social\u00a0environment,\u00a0the\u00a0setting\u00a0up\u00a0of\u00a0the\u00a0affiliate office between\u00a0the\u00a0university\u00a0and\u00a0the\u00a0BLUE<\/strong><\/span>\u00a0economic\u00a0companies\u00a0officially.\n
