Open National Tender with Requirements of
\nMinimum Capacities n \u00b0 01 \/ UOEB \/ R-BM \/ 2020<\/strong><\/span><\/h2>\n

The Rector of the University of Oum El Bouaghi launches a national call for tenders open with minimum capacity requirements to entrepreneurs holding classification and professional qualification certificates of Category 4 and above in building all trades ( main activity), in perspective of the “Realization of the reinforcement and renovation works of the central heating and various works of fitting out and rehabilitation of the structures of the old campus of the University of Oum El Bouaghi”:T<\/h3>\n

he documents related to the tender can be withdrawn, immediately after this publication of this notice, from the university’s market office located on the seventh (7th) floor of the administrative tower. Interested entrepreneurs are requested to bring their stamp in order to sign the register of withdrawal of the specifications against payment of three thousand Algerian inars (3,000 DA).<\/h3>\n

The offer consists of three (03) files: an application file, a technical offer and a financial offer. Each file must be inserted in a separate sealed envelope. The indications to be carried on each envelope are: the name of the company, the reference and the subject of the invitation to tender as well as “Application file”, “Technical offer” or “Financial offer”, depending on the case. These three (03) envelopes are put within another sealed and anonymous envelope, with the mention “To be opened only by the committee for the opening of tenders and the evaluation of tenders – Open national tender n \u00b0 01 \/ UOEB \/ R-BM \/ 2020, \u201cRealization of the works of reinforcement and renovation of the central heating and various works of arrangements and rehabilitation of the structures of the old campus of the University of Oum El Bouaghi\u201d
\nI- Content of the application file<\/strong>:
\n– a candidacy application (Annex II);
\n– a probity declaration (Annex I);
\n– the status for companies;
\n– documents relating to the empowering persons to represent the company;
\n– documents allowing the assessment of the capacities of tenderers:
\na) professional capacities<\/strong>
\n1. The commercial register (and any document justifying the nature and quality of the activity)
\n2. The tax identification number (TIN)
\n3. The role extract cleared or accompanied by a payment schedule
\n4. The CNAS update certificate
\n5. The CASNOS update certificate
\n6. The CACOBATPH update certificate
\n7. The extract from the criminal record n \u200b\u200b\u00b0 3 of the tenderer when it is a natural person, and of the manager or the general manager of the company when it is a company
\n8. The attestation of legal deposit of the social accounts of the last year valid for commercial companies with legal personality under Algerian law
\nb) Financial Capacity<\/strong>

    c) Technical Capabilities<\/strong><\/h3>\n

    1. The affiliation certificates stamped by CNAS, and the diplomas of the executives to be engaged for the execution of the project.<\/h3>\n

    2. The list of material means for the year 2020, duly approved by a bailiff for non-rolling stock and copies of the registration cards and insurance certificate during the tender period for rolling stock.<\/h3>\n

    3. Professional references. Only the certificates of good execution signed by the authorizing officers will be taken into account.<\/h3>\n

    4. Classification and professional qualification certificate of category 4 and more in building all trades (main activity)<\/h3>\n

    5. Commitment of the company to provide the certificates of conformity for the equipment installed (concerning the central heating part); this commitment must be signed and endorsed by the company.<\/h3>\n

    II- Content of the Technical Offer File<\/strong>:<\/h3>\n

    – a declaration to be subscribed (Annex III);<\/h3>\n

    – any document making it possible to assess the technical offer, among which:<\/h3>\n

    1. the realisation schedule,<\/h3>\n

    2. execution times (realization, installation and commissioning)<\/h3>\n

    3. the overall duration of the guarantee (legal guarantee plus the additional duration proposed by the tenderer)<\/h3>\n

    4. the supporting technical brief, a document to be completed, signed and stamped by the tenderer (attached to the last page of the technical offer) which must include the methodology for carrying out the work, the human resources requisitioned to carry out the contract and the type of qualification of the tenderer.<\/h3>\n

    – the specifications (General Administrative Clauses, Technical Prescriptions, Special Prescriptions) with the handwritten mention on the last page mention “read and accepted”.<\/h3>\n

    III- Content of the Financial Offer File:<\/strong><\/h3>\n

    – the letter of submission (Annex IV);<\/h3>\n

    – the unit price schedule (BPU);<\/h3>\n

    – the quantitative and estimated detail (DQE);<\/h3>\n<\/li>\n<\/ol>\n

    The duration granted for the preparation of tenders is set at twenty-one (21) days by reference to the date of the first (1st) publication of the notice of invitation to tender in the BOMOP, the press or the market portal. public. Tenders must be submitted to the secretariat office of the tender opening and evaluation committee, which is located on the ninth (9th) floor of the administrative tower of the University of Oum El Bouaghi. The duration of the validity of the offers is equal to the duration of preparation of the offers increased by three (03) months.<\/h3>\n

    The date and time for submitting tenders and the day and time for opening technical and financial bids correspond to the last day of the preparation time for tenders. The time slot for the submission of tenders is fixed for the deadline for the submission of tenders from nine (09.00) to thirteen (13.00) hours. The opening time for bids is fixed on the deadline for submission of tenders at one (1 p.m.) in the meeting room of the University of Oum El Bouaghi. This notice serves as an invitation to tenderers wishing to attend the work of the committee during the bid opening session.<\/h3>\n
