This also comes from my general knowledge, so please verify it.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"link-to-economic-growth\">Link to economic growth<\/h2>\n\n\n\n<p>In Algerian policy, the university&#8217;s link to economic growth runs mainly through the rules on entrepreneurship and innovation, not through the establishment decrees. I found no measured data on the university&#8217;s effect on regional growth, so what follows is the legal and institutional link only.<\/p>\n\n\n\n<ul>\n<li><strong>Startup framework:<\/strong> Executive Decree 20-254 of 15 September 2020 (JORA issue 55) created a national committee that awards the &#8220;startup&#8221;, &#8220;innovative project&#8221; and &#8220;business incubator&#8221; labels. It was later amended by Executive Decree 21-422 of 2021.<\/li>\n\n\n\n<li><strong>Policy aim:<\/strong> startups are presented as a way to diversify the national economy under the new growth model for 2016-2030.<\/li>\n\n\n\n<li><strong>Business accelerators:<\/strong> one thesis summary says Executive Decree 20-356 added them to the framework. Please verify this number in the Official Gazette.<\/li>\n\n\n\n<li><strong>At Oum El Bouaghi:<\/strong> during a ministerial visit in June 2024, the university&#8217;s complex was reported to host a business incubator, an entrepreneurship development center and an AI house.
