Purpose and Scope<\/strong><\/p>\n\n\n\n<p>The University of Oum El Bouaghi is firmly committed to upholding women\u2019s rights and ensuring gender equality across all areas of academic and community life.<br>This policy is grounded in:<\/p>\n\n\n\n<ul>\n<li><strong>Article 37 and Article 53 of the Algerian Constitution<\/strong>, which guarantee equality before the law and equal access to education and professional training without discrimination based on sex or any other status.<\/li>\n\n\n\n<li>The <strong>Charter of Ethics and University Deontology<\/strong> issued by the <strong>Ministry of Higher Education and Scientific Research (MESRS)<\/strong>, which prohibits all forms of discrimination, harassment, or violence within academic institutions.<\/li>\n\n\n\n<li>The <strong>United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW, 1979)<\/strong>, ratified by Algeria, which commits member states to eliminate discrimination against women in education, employment, and participation in public life.<\/li>\n<\/ul>\n\n\n\n<p><strong>2. Key Principles<\/strong><\/p>\n\n\n\n<p>The following principles guide the University\u2019s non-discrimination policy:<\/p>\n\n\n\n<ul>\n<li><strong>Gender Equality:<\/strong><br>All members of the university community\u2014students, staff, and faculty\u2014are entitled to equal access to education, employment, and participation in decision-making processes, regardless of gender.<\/li>\n\n\n\n<li><strong>Non-Discrimination:<\/strong><br>No person shall be treated unfairly, excluded, or penalized based on gender, marital status, or any gender-related grounds. All university operations, from admissions to promotions, must reflect this principle.<\/li>\n\n\n\n<li><strong>Prevention of Gender-Based Violence (GBV):<\/strong><br>The university condemns all forms of gender-based violence, including sexual harassment, exploitation, or intimidation, and commits to applying national and institutional legal frameworks to prevent and sanction such acts.<\/li>\n<\/ul>\n\n\n\n<p><strong>3. Actions and Implementation<\/strong><\/p>\n\n\n\n<p>To ensure effective application of this policy, the University of Oum El Bouaghi shall:<\/p>\n\n\n\n<ul>\n<li><strong>Promote Gender Equality:<\/strong><br>Implement initiatives that encourage women\u2019s participation in education, research, leadership, and technical fields traditionally underrepresented by women.<\/li>\n\n\n\n<li><strong>Raise Awareness and Build Capacity:<\/strong><br>Conduct regular workshops, seminars, and training sessions to raise awareness about gender equality, diversity, and inclusion across the university community.<\/li>\n\n\n\n<li><strong>Establish Reporting Mechanisms:<\/strong><br>Create confidential and accessible mechanisms for reporting cases of discrimination, harassment, or sexual violence, while ensuring victim protection, psychological support, and disciplinary follow-up.<\/li>\n\n\n\n<li><strong>Support Women\u2019s Empowerment:<\/strong><br>Facilitate scholarships, mentoring, and research opportunities to strengthen women\u2019s participation and leadership at all academic and administrative levels.<\/li>\n\n\n\n<li><strong>Review Institutional Regulations:<\/strong><br>Periodically review internal laws, policies, and recruitment procedures to identify and amend any provisions that could lead to gender bias or discrimination.<\/li>\n<\/ul>\n\n\n\n<p><strong>4. Monitoring and Evaluation<\/strong><\/p>\n\n\n\n<p>This policy is subject to <strong>periodic review and evaluation<\/strong> by the <strong>University Ethics and Deontology Committee<\/strong>, which operates under the authority of the Rectorate.<br>The Committee is responsible for:<\/p>\n\n\n\n<ul>\n<li>Monitoring the implementation of gender equality measures.<\/li>\n\n\n\n<li>Reporting annually on progress and challenges.<\/li>\n\n\n\n<li>Recommending policy updates in accordance with evolving <strong>national legislation<\/strong>, <strong>international conventions<\/strong>, and <strong>best institutional practices<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p><strong>5.
