By the provisions of Article 13 of Law No. 15-21, dated December 30, 2015, which amended the guiding law on scientific research and technological development, Executive Decree No. 21-89, dated March 1, 2021, aims to establish a multi-year development plan for the implementation of the National Programs for Scientific Research and Technological Development.
