Program Description:

The Master of Public Policies (MPP) is an intensive two years taught degree course that offers a distinctive approach to learning about public policy. It is a transformative opportunity for current and future leaders with a commitment to public service. Taught by outstanding specialized academics, The student will be uniquely positioned to develop his academic knowledge and professional skills to address some of this century’s most complex public policy challenges.

The difference between the study of Public Policy and related disciplines such as Political Science or Economics is that the former focuses more on applying theory to practical solutions. Public Policy creates the basis of constitutions, laws and judicial decisions. The Public Policy discipline integrates theories and methods from Economy, Sociology, Public Management, Political Science and Finance.

Public Policy students will gather in depth information on topics such as applied econometrics and public policy, political psychology and public policy, management aspects of public policy, public budgeting, business of non-profits, and more.

Apart from communication and presentation skills, Public Policy degrees will equip students to methods in disputing public regulations. They will also be experts in policy analysis and implementation.

Public Policy graduates pursue careers in a wide range of sectors including: policy-making and governance, non-profit leadership, international development, social entrepreneurship, strategic and management consulting, public administration and defence, public affairs and communications.

The MPP begins with a carefully planned programme of activities during the induction period which provides an introduction to policy making and advice on how to derive the greatest benefit from the MPP experience. The curriculum for the rest of the course is delivered via a series of lectures, seminars, case studies and workshops across four terms, and the graduation memoir project which is an opportunity to apply knowledge and skills learned through the programme in a public policy context. 

Policy challenges are becoming more complex every day and public leaders need to be able to use expertise from different specialist fields to find innovative solutions. For this reason, the curriculum integrates insights and approaches from a diverse range of academic disciplines and also includes modules delivered by leading policy practitioners.

The current training program includes the following subjects that are taught in the different educational units (basic, methodological, exploratory, horizontal):

– Sectoral public policies

– The new public administration

– Global public policies

– New management theories in public administration

– Public Policy making Network

– Theories and methods of making public policies

– Designing and analyzing public policies

– Development crisis management and strategic planning

– Analysis of public policy in Algeria

1-The objectives of the formation

In response to the aspirations of the university family at Larbi Ben M’hidi University – Oum El Bouaghi – and keeping pace with scientific and practical changes, as well as to achieve the objectives of the guardianship authority in reforming and making the LMD system a success. A master’s degree project was proposed in the Department of Political Science in its second track, marked “Public Policies”, to achieve the following objectives:

• Enable the student to understand the emerging concepts and methods in the knowledge field of comparative public policies.

• Training researchers who have the ability to benefit in the field of political science and other related scientific branches, such as political analysis, comparative studies, and foresight.

• Formation of executives capable of running local administrations to serve the general objectives of the state.

• Full knowledge of all major units related to the course of specialization.

• Preparing students to pursue postgraduate studies at the doctoral level.

• Enabling the student to use the tools and skills of scientific research, professional techniques of an artistic nature, and communication with the environment.

• Enabling the student to have the opportunity to be trained in the field of specialization in the Arabic language, in addition to developing his knowledge abilities in the foreign language and training him in the field of automated media, and thus making him open to the requirements of the times, which facilitates the process of his integration in the world of work of all kinds, whether as a direct actor, Or in his capacity as a necessary partner, and he has fast and effective access to the labor market.

2- The targeted qualifications and capabilities

The place of specialization in the event: Monitoring local, regional and global policies, in order to develop theoretical and methodological frameworks to achieve effective development policies.

• Providing students with scientific and methodological approaches that enable them to analyze public policies.

• Briefing students on developments and developments in the field of public policies at the local, regional and international levels.

• Controlling scientific research tools and techniques and identifying sources of information

4-Bridges towards other disciplines:

• After the first three semesters, the student can move flexibly to the proposed majors in parallel with this specialization in the Political Science Division.

He can also move to other disciplines such as administrative sciences, legal and economic sciences through some units.

5-Follow-up indicators:

• The project represents a base for completing research and study at the doctoral level.

• Supporting the student’s specialized path in the field of comparative public policies.
