Libraries are open every day from 8.15 a.m. to 4 p.m. except on public holidays.
There are special hours during the holidays.
Libraries are also open to non-university users recommended by their institution and to researchers.
Registration and Loan
Registration to libraries is automatic. The student / teacher card (strictly personal) allows access to libraries and the borrowing of documents.
Note: The loss or theft of the card must be immediately reported to the U.C.L.
- 20% distributed in free access in the reading room. Documents to be consulted on site with the possibility of an hour loan for photocopying, at night or for the weekend.
- 80% in stores intended for external lending.
Teachers : 5 books / month.
PhD students : 3 books / 15 days.
Master & License : 2 books / 10 days.
A document returned late results in a suspension of lending from library services.
A lost or damaged document must be refunded.
Research and consult a thesis or a dissertation at the U.C.L.
Theses from all disciplines can be consulted on site, in the basement of the library, by all students, teachers and researchers (no home loan is allowed).
An electronic version is also available to them. An electronic version is under development of the previously submitted theses.
The local fund for academic work is enriched by querying the national portal for reporting theses, contact the head of the section.
Note : Any reader who consults a thesis, in any form whatsoever, undertakes to respect the intellectual right that the author has over his text; if he reproduces some passages, he must recall the source of his quotations.
The U.C.L. offers students the opportunity to borrow data show to present their research work.
The video library is an on-site consultation service for audiovisual documents, with individual or collective projection of documentary films and CD-ROMs to support certain scientific works.
- viewing stations equipped with DVD players and video recorders;
- places are available by reservation for collective screenings.
Reception of physically prevented students
The U.C.L. is accessible to students with reduced mobility and visually impaired people; technical aids are available to facilitate their access to all the library services of the university:
- Voice synthesis software
- Computer Material,
- 04 positions suitable for visually impaired students,
- 04 others intended for disabled students.
This section is enriched with more and more Braille materials, including donations of courses for visually impaired students, and soon a selection of works transcribed into Braille by the national printing press.
The U.C.L. offers training throughout the academic year; continuous training of staff inside and outside the library to improve their performance.

“The librarian trainer in the field”
- Training intended for the users to learn how to better appropriate the offers of the libraries and to better control the documentation with initiation with the interrogation and the exploitation of the electronic resources;
- Supervision of students in librarianship and the professional training center of the A.T.C (administrative training center) Oum-El-Bouaghi as part of their practical internship.
This training is adapted to the needs of everyone, ranging from simple visits to support in bibliographic research.
